Nope. Not directly, at least. Your gas pedal isn't actually a gas pedal... it's an air pedal. The fuel injected always matches the amount of air you let into the cylinders, or else you get things like hot lean burn, or incomplete combustion. So, with colder and denser air, the same amount of air can enter through a smaller throttle opening. But it's like letting a crowd of people into a room. If they all fit in there, does it make any difference how wide the door had to be open?

The more open the door is, the less energy is wasted making a vacuum to pull air past the closed door. With a CAI, not only is the door more closed, but you're trying to pull thicker air past it too.
That may not be the only efficiency effect at work in the ages-old CAI vs. WAI debate, though.
