For $1000 clams you get much brighter xenon lights that turn with the car and LED daytime running lights. I would care about the headlights since I drive a lot at night. Unfortunately, finding the base model with the lighting package isnt as easy as I thought. For ~$1k you get the lighting package, which would supposedly cost thousands to fabricate on your own. Not to mention the lighting package is covered under warranty and it probably adds at least some value to the car.
How much do you think it would cost to acquire the complete set of OEM parts?
If you get lucky you can find a rear-ended donor in a junkyard and get everything from it.

I think the package is a no-brainer for the cost. I mean a system like this costing $2,000 I would still think about it and most likely do it but at $1,000 this is a MUST-have. Most people on the club forums biggest regret isn't the PP package... it's the LP package because they soon find out that replica's and decent harness/wiring systems come out to being about the same price- but for a system that isn't as reliable and the cut off on the OEM HID is really, really, progressive. You could probably find donor parts from total'ed vehicles but if it was me trying to salvage parts like that to sell would be my first priority... these stock alloys are being up marked on ebay even- I think they MSRP at $273 and I see full sets "never used" being sold second hand for $1200. I'm really scared for long-term ownership with this vehicle in terms of parts...
To relate this all back though to the Focus ST and the WRX. I loved the tail light set up for the WRX... I would've bit the bullet to option the fog lights which was like $395. The Focus ST that I was optioning out came with a high spec 502a (not entirely positive) package so it had HID's. The HID's were not as clean as the VW. The one's in my GTI with the DRL/HID is absolutely stunning to me. It's one of my favorite aesthetics of the car. Now I just need to get some euro spec LED tail lights to complete what is started.
I unfortunately didn't get the fog lights and am regretting it. I didn't but the next tier up wrx because I despise leather and didn't care for the sunroof.

That's not impossible to get factory OEM... they do that at the port for the WRX and I'm fairly certain the dealership could even install it but it'd be an a stealership price/rate. If I got the WRX one of my first orders of business would be to get an HID system... again endless aftermarket support so you should even have choices.
The only problem with getting HIDs would be that I'd want top notch ones(not a little $200 system that's will fizzle out) and a top notch set will easily cost $700-$1000. The dealership wanted a crap ton to do the fog lights. Like almost $750 parts and labor.

i don't think it's that simple; from what i've read there is a lot more different about the front end of a GTI with LP than just the lights.

The stripe does run through the headlamp... The GTI badges turn RED if you have PP in both the grill and rear. Nothing else changes- LED fog lights are standard. The halogens are horrible which makes this even more of a no-brainer. You get an LED DRL + HID head light with self leveling + adaptive front lighting.
