Is the problem that people don't know, or that they don't care? I imagine it's as easy as just using an inexpensive Geiger counter. A PSA campaign could get the word out. The loss of a single car costs as much as a hundred Geiger counters, so unless the government is compensating them when the cars are seized...

So,...I bet a little radioactivity ain't so bad for you. Maybe not good vehicles to spend all day in, so put a sticker on the registration that says "May not be used for taxi or courier services".
I wonder if there were similar concerns after Chernobyl, or if "In Former Sobiet Onion, Car is make DRIVER dangerous"
