What, you mean it is not supposed to stay in that position. No wonder my lights stay on. I thought the switch was broken and would not stay in the start position. One of the things that Google has learned from testing its autonomous cars is that they have to learn how to drive more aggressively. It’s now programming them to inch forward at four-way intersections, to get closer to the car in front of it so someone else doesn’t cut in, and to stay out of another car’s blind spot. In short, they’re teaching their cars to drive more like human beings and use more body language to signal what they’re going to do. Nathaniel Fairfield, a technical leader at Google, came up with this gem of a statement. “If you’re always yielding and conservative, basically everybody will just stomp on you all day.”

Bryant Walker Smith, a professor at the University of South Carolina, is an internationally recognized expert on the law of self-driving vehicles and taught the first-ever course on the topic. He's part of a new community of lawyers working on how to determine who's responsible for accidents involving self-driving vehicles.
"Managing this transition will be very complicated and will, I think, be a source of litigation," Smith said.

If the driver isn’t ready or paying attention it could lead to real trouble. So Volvo created a new interface to keep the driver better informed. When the car is ready to drive itself, lights on the paddle shifters will start to flash and the driver holds them down to activate the system. A timer appears on the gauge to let the driver know how much longer the car will operate in autonomous mode. "Well, it looks like Volvo must have a lot of trust in its autonomous driving technology because the automaker just announced that it will accept full legal liability whenever one of its vehicles is in self-driving mode. Unless, that is, the vehicle has been compromised by a hacker, which it views as a criminal offense. Volvo’s president and CEO, Hakan Samuelsson added that the U.S. needs to establish a national framework for regulation and testing as to not slow things down by making it extremely difficult for car makers to test, develop and sell autonomous cars. Trailer towing regulations are an area where states can vary significantly, like how many trailers can be linked together, or whether one, or two, can ride in the trailer while it is being towed, overall length of trailer and tow vehicle, etc.
Speaking of States Rights vs Federal Rights, can you imagine if some state didn't allow Google to plot auto trips within its borders?....Or didn't allow RF-based auto key fobs?.....Or required non-residents to purchase a short-term permit to drive on their roads?

Consider varying oversized load regulations and permitting. I live near the state line on a road where oversized loads are hauled. I constantly see them parked roadside for days or sometimes weeks while they wrangle permits. At least, I assume that's what they're up to. But yeah, there are plenty of Federal standards and even laws and this stuff could end up among them, but even if not it's likely to be reasonably uniform...as long as it's not cuneiform.
